What has really changed is the margin for error. When homeowners could take 30% off the top federally, a mediocre roof or a modest electric bill could still pencil out. In 2026 the state-level value has to carry more of the weight, which means site quality and actual usage matter more than they did last year.
What Changed in 2026: The Federal Credit for Homeowners
The residential clean energy credit under Section 25D, the one homeowners claimed on a purchased system, applied to systems placed in service through the end of 2025. One detail catches people out, so it is worth stating plainly. The test was when the installation was finished, not when you paid. Under the statute an expenditure counts as made when the original installation is completed, which means a homeowner who signed and paid a deposit in 2025 but whose system was installed in 2026 does not get the credit. If you are in that situation, take it to your tax advisor rather than assuming either way.

What we will tell you plainly is this: if someone quotes you a net price in 2026 that subtracts 30% federally on a system you are buying, ask them to show you the authority for it. That is the most common outdated number in circulation in Illinois solar right now, and it is not a small one.
The Remaining Federal Path Is Third-Party Ownership, and It Is Also Closing
A federal credit does still exist on the commercial side, and it reaches homeowners indirectly through third-party ownership. In a lease or a power purchase agreement, a company owns the system on your roof and claims the credit itself.
That path is not open-ended either. For a project starting construction now, the system has to be placed in service by December 31, 2027 for the owner to claim the credit. So the lease route is a closing window rather than a permanent alternative, and anyone presenting it as the new normal is skipping a date that matters.
It is also a structurally different deal. The company that owns the system is the one holding the asset and claiming the credit, and what reaches you is whatever the payment structure passes along. Treat it as a different product rather than a cheaper version of the same one, and read the resale and end-of-term terms closely before you compare a monthly payment against a purchase price. What Illinois Still Offers
The state program is a large part of why the math still works for many homes. Illinois Shines, the Illinois Power Agency’s Adjustable Block Program, supports solar development by purchasing Renewable Energy Credits, or RECs, from qualifying systems. Here is the part that gets glossed over in a lot of sales conversations, so we will be direct about it. The renewable attributes of the electricity your system produces, the RECs, are sold to keep the cost of your panels affordable. That sale is what funds the incentive. It is a real tradeoff, and you should understand it before you sign rather than after.

Your system produces the most in the middle of the day, which is usually not when your house uses the most, and net metering is the mechanism that credits the difference. We would rather tell you this before you spend money than after. Most of what gets treated as a dealbreaker is really a question of order of operations. Two situations genuinely do not pencil out in Illinois. The rest are timing.

- Not understanding what you are being asked to sign. That is not a fact about your house. That is a signal about the company standing in front of you.
