Thanks to the Clean and Reliable Grid Affordability Act signed in January 2026, ComEd is now required to launch a formal VPP program. Sunrun, in particular, has been pushing hard on VPP enrollment as part of its battery sales pitch. Before you sign up, here’s what you should actually know.

The New Law Behind It

Illinois’s Clean and Reliable Grid Affordability Act (CRGA, also known as SB25) was signed by Governor Pritzker on January 8, 2026 (announcement: https://gov-pritzker-newsroom.prezly.com/gov-pritzker-signs-historic-clean-and-reliable-grid-affordability-act). It mandates utilities deploy up to 3 gigawatts of energy storage by 2030 and requires ComEd to establish a formal VPP program by June 30, 2026. The law also creates a $300 per kWh upfront rebate for residential and small commercial battery storage installed before December 31, 2029, with one major condition: rebate recipients must commit to VPP participation for five years.

That rebate sounds significant. On a standard 13.5 kWh battery (like the Tesla Powerwall 3, a home solar battery), it works out to $4,050. That’s the number those lease pitches lead with.

What Are Virtual Power Plants in Illinois?

A Virtual Power Plant (VPP) is a network of home batteries that a utility (in Illinois, that’s ComEd) can tap into during periods of high grid demand. In Illinois, the CRGA applies to utilities broadly, so while ComEd’s program is the first and the focus of this article, Ameren and even some municipal utilities are expected to launch their own VPP programs. Instead of firing up an expensive peaker plant, ComEd pulls a small amount of stored energy from thousands of enrolled batteries at once. The homeowner gets paid for participating. On paper, it sounds like a win.

How ComEd’s VPP Program Works

When you enroll in ComEd’s VPP program, you hand over operational control of your battery during what are called “dispatch events.” ComEd can trigger 30 to 60 of these events per year, typically between 3:00 and 6:00 PM, Monday through Friday, May through October. These windows align with peak demand periods when grid stress runs highest. Everything is automated; you don’t push a button or get a heads-up before your battery is drawn down.

Enrollment also requires switching to ComEd’s Hourly Pricing rate (Rate BESH; more at hourlypricing.comed.com), which changes how you’re compensated for all your solar exports, not just VPP participation.

During a dispatch event, ComEd draws down your battery as it sees fit. You don’t choose when it happens, and you can’t opt out event by event once you’re enrolled.

What You’re Actually Getting Paid

The upfront $300 per kWh rebate gets the headline. The ongoing VPP payment is a different story.

Compensation is capacity-based: under CRGA, the statutory minimum is $10 per kW of average dispatch power per year. For a typical home battery, that works out to a modest amount per year, not the large monthly savings a sales pitch can imply:

The Catch: Grid Stress Happens When You Need Your Battery Most

ComEd dispatches your battery during peak demand, which is the exact same time you’re most likely to want that stored energy for yourself. Hot summer afternoons when the whole neighborhood is running AC. The moments when grid outages are most likely to occur.

If your battery gets drawn down during a dispatch event and the power goes out two hours later, you have less backup capacity than you counted on. For most homeowners, the whole point of a battery is energy independence and backup power when the grid fails. VPP enrollment quietly works against both.

Why This Gets More Complicated With a Leased System

If you’re looking at a leased system, this matters even more. With a lease, the provider owns the equipment, including the battery. Sunrun, for example, tends to present VPP enrollment as bigger savings on your energy bill, which can make the system look more valuable than what you actually receive. When a provider pushes VPP enrollment, they benefit directly from the program while you absorb the trade-off. And because you don’t own a leased system, it is worth asking why the extra benefit would flow to you rather than to the company that owns the equipment. The $300 per kWh rebate helps justify the lease pricing. The ongoing capacity payments help their bottom line. The dispatch risk, a drained battery when the grid goes down, is yours.

It’s worth asking: whose interests is this enrollment actually serving?

One Upside Worth Knowing

Rate BESH, the pricing plan required for VPP participation, does have one benefit for solar owners: it credits your solar exports at real-time hourly rates instead of fixed avoided-cost rates. Peak afternoon exports between 2:00 and 6:00 PM can reach 20 to 30 cents per kWh, compared to 5 to 10 cents during midday. If you export a lot of energy during peak hours, that rate switch has independent value worth understanding.
