Net metering programs in Illinois are undergoing significant modifications starting January 1st, 2025. These changes affect how solar energy customers receive credits for the power they generate, marking a new chapter in residential and commercial solar energy adoption.
Under the updated program, new solar customers will earn net metering credits for their supply charges. This represents an adjustment from the previous system, where credits applied to all charges including delivery and taxes. The new framework gives customers flexibility in choosing between kilowatt-hour-based (1:1) credits or monetary credits for surplus electricity sent to the grid. These credits carry forward to subsequent billing cycles without expiration.
Financial support remains strong through incentive programs. The Distributed Generation Rebate, also known as the Smart Inverter Rebate, provides $300 per kilowatt of generating capacity. For those interested in energy storage solutions, an additional Storage Rebate matches this rate at $300 per kilowatt-hour of storage capacity. To access the Storage Rebate, customers need to join their utility’s peak time rebate program, hourly pricing program, or time-of-use rate program.
Existing solar customers who complete their installations before the 2025 transition maintain advantageous legacy benefits. These systems qualify for full retail net metering, encompassing credits for supply charges, delivery charges, and taxes. Meeting the legacy criteria requires completed installation, testing, final inspections, and utility paperwork submission by 5:00 PM CT on December 31, 2024.
Legacy benefits extend throughout the system’s operational life, with an annual credit reset occurring in April or October. ComEd territory customers with legacy systems have unlimited expansion potential while maintaining their benefits. Ameren territory customers can expand up to 100% of their original system size while preserving legacy status.
